Purpose of NOM-003

NOM-003 is designed to:

Scope

NOM-003-SCFI-2014 applies to electrical products that utilize electric power from public services as well as other energy sources such as batteries, accumulators, and self-generation systems. It covers both alternating current (AC) and direct current (DC) devices, with a nominal voltage of up to 1,000 volts for AC and up to 1,500 volts for DC.

If an electrical product covered under this standard also includes functions governed by other applicable Mexican safety standards, those standards are applied separately to each respective function as defined in section 4.23 of this norm.

A few examples of products covered by this standard include:

Exemptions

The following are excluded from the scope of this standard:

  1. Electrical products and/or their associated components that are subject to compliance with a specific Mexican safety standard.

  2. Devices intended for use in maritime and/or air transport.

  3. Equipment intended for use in environments with special conditions such as the presence of explosive atmospheres (dust, vapors, or gasses).

  4. Electric motors marketed separately.

  5. Electrical products exempted by specific Mexican product standards noted in Chapter 7 of this standard.

  6. Power sources for arc welding and plasma cutting that meet at least one of the following conditions:

    • Equipped with an internal combustion engine;

    • Feature a nominal three-phase supply voltage;

    • Have a nominal supply voltage of 220 volts or higher;

    • Include multiple nominal supply voltages that do not include a supply voltage of 127 volts single-phase or lower.

This scope ensures that NOM-003-SCFI provides comprehensive safety guidelines while acknowledging the necessity for specialized standards in certain cases, facilitating the proper integration and application of safety measures across a broad range of electrical products used within Mexico.

Safety Principles

The core focus is preventing dangers and protecting consumers by ensuring product safety based on the following principles:

Electrical Safety

Mechanical and Environmental Safety

Fire and Thermal Protection

Testing

You must subject your electrical products to a comprehensive regimen of safety testing and evaluations specified in the NOM. This includes:

Consumer Safety Information

Compliant products must bear proper safety marking and labeling as defined, such as:

By fulfilling the stipulated safety principles, successfully passing all mandated tests, and bearing proper product marking, electrical devices can demonstrate compliance with NOM-003-SCFI-2014 for legal marketing and sale in Mexico.
