NOM-003-SCFI-2014 is an Official Mexican Standard that establishes safety requirements and testing methods for electrical equipment. This regulation safeguards consumers by ensuring electrical products sold in Mexico adhere to strict safety principles, protecting against electrical shock, fire hazards, and other potential dangers.
This article explains the scope and key compliance requirements for NOM-003-SCFI-2014. By understanding these regulations, you can confidently navigate the compliance process and bring your electrical products to the Mexican market with peace of mind.
For background information, see: What Is NOM Certification for Mexico?
NOM-003 is designed to:
Prevent Consumer Harm: Ensures electrical products sold in Mexico meet stringent safety standards to protect users from electrical shock, fire hazards, and other potential dangers.
Promote Safe Product Use: Establishes clear guidelines for the design and construction of electrical products, minimizing risks associated with foreseeable misuse.
Provide User Information: Requires clear instructions and labeling on electrical products, empowering consumers with knowledge for safe and proper use.
NOM-003-SCFI-2014 applies to electrical products that utilize electric power from public services as well as other energy sources such as batteries, accumulators, and self-generation systems. It covers both alternating current (AC) and direct current (DC) devices, with a nominal voltage of up to 1,000 volts for AC and up to 1,500 volts for DC.
If an electrical product covered under this standard also includes functions governed by other applicable Mexican safety standards, those standards are applied separately to each respective function as defined in section 4.23 of this norm.
A few examples of products covered by this standard include:
Common Household Appliances: Refrigerators, washing machines, dryers, microwaves, toasters, coffee makers, blenders, hair dryers, irons, and similar appliances that use electricity for their primary function (heating, cooling, movement).
Power Tools and Equipment: Drills, saws, sanders, lawnmowers, power trimmers, pressure washers, and similar tools that rely on electric motors for operation.
Other: Electric heaters, fans, portable generators (within voltage limits).
The following are excluded from the scope of this standard:
Electrical products and/or their associated components that are subject to compliance with a specific Mexican safety standard.
Devices intended for use in maritime and/or air transport.
Equipment intended for use in environments with special conditions such as the presence of explosive atmospheres (dust, vapors, or gasses).
Electric motors marketed separately.
Electrical products exempted by specific Mexican product standards noted in Chapter 7 of this standard.
Power sources for arc welding and plasma cutting that meet at least one of the following conditions:
Equipped with an internal combustion engine;
Feature a nominal three-phase supply voltage;
Have a nominal supply voltage of 220 volts or higher;
Include multiple nominal supply voltages that do not include a supply voltage of 127 volts single-phase or lower.
This scope ensures that NOM-003-SCFI provides comprehensive safety guidelines while acknowledging the necessity for specialized standards in certain cases, facilitating the proper integration and application of safety measures across a broad range of electrical products used within Mexico.

NOM-003-SCFI-2014 outlines several essential requirements that electrical equipment must meet in order to comply. Here is a broad overview:
The core focus is preventing dangers and protecting consumers by ensuring product safety based on the following principles:
Protection Against Electrical Hazards: Products should protect users from shocks, burns, and other electrical risks through proper insulation and safety features.
Electromagnetic Compatibility (EMC): Devices must maintain functionality without emitting or being susceptible to electromagnetic disturbances that could pose safety risks.
Mechanical Integrity: Products must withstand typical mechanical stresses from usage without posing risks such as instability or ejections of parts.
Environmental Resilience: Electrical products should resist environmental factors such as moisture and temperature extremes to maintain safety and functionality.
Fire Safety Measures: Effective mechanisms should be in place to prevent fire risks, including the use of flame-retardant materials and temperature controls.
Surface Temperature Control: Ensuring that the temperatures of accessible surfaces remain within safe limits to prevent burns.
You must subject your electrical products to a comprehensive regimen of safety testing and evaluations specified in the NOM. This includes:
Standardized Testing: Rigorous testing according to national standards to verify the safety and effectiveness of protective measures. This must be performed by an approved laboratory like QIMA-NYCE.
Quality Assurance: Manufacturers are required to implement quality management systems that ensure consistency and compliance with safety standards.
Compliant products must bear proper safety marking and labeling as defined, such as:
Clear Labeling and Marking: Products must feature clear labels with safety information, manufacturer details, and technical specifications.
User Instructions: Comprehensive guidelines on the safe installation, operation, and maintenance of the product must be provided, highlighting any necessary safety precautions.
By fulfilling the stipulated safety principles, successfully passing all mandated tests, and bearing proper product marking, electrical devices can demonstrate compliance with NOM-003-SCFI-2014 for legal marketing and sale in Mexico. NOM certification by an approved certifying body like QIMA-NYCE is required for electrical products.
